The Georgia Pediatric Program (GAPP) is a Georgia Medicaid program that helps eligible medically fragile children and youth receive medically necessary care in the home. GAPP supports children under age 21 who need skilled nursing, personal support, or approved behavioral support services based on medical necessity and the child’s plan of care. In-Home Care for Medically Fragile Children
GAPP is designed for children with complex medical needs who require care at home instead of receiving care in an institutional setting. Services must be medically necessary and ordered or supported through the child’s care plan.

Our GAPP Services
Personal Support Services
Our Personal Support Services help children with daily care needs in the home. Support may include:
- Assistance with activities of daily living (ADLs)
- Bathing, grooming, dressing, and personal hygiene
- Meal assistance and nutritional support
- Mobility, ambulation, positioning, and transfer support
- Toileting and incontinence care
- Safety monitoring and supervision
- Light housekeeping related to the child’s care
- Support with routines that help the child remain safe and comfortable at home
- Documentation of care provided and changes in condition
Behavioral Support Services
Our Behavioral Support Services help children who need structured support for behavior, safety, communication, and daily functioning. Support may include:
- Implementing behavior support strategies from the approved plan of care
- Supporting positive behavior and redirection
- Helping the child follow safe routines
- Supporting communication and coping skills
- Monitoring and documenting behavioral concerns
- Helping reduce behaviors that may place the child or others at risk
- Coordinating with the family and care team
- Following Board Certified Behavior Analyst (BCBA), clinical, or program guidance when applicable
Behavioral Support Services are focused on safety, consistency, dignity, and helping the child succeed in the home and community.
Skilled Nursing Support
When approved and medically necessary, GAPP may also include skilled nursing care. Skilled nursing support may include:
- Monitoring vital signs
- Medication administration
- G-tube care and feeding support
- Catheter care
- Wound care
- Respiratory support
- Seizure monitoring and safety support
- IV therapy, when ordered and within scope
- Care coordination and clinical documentation
Who May Qualify for GAPP
A child may qualify for GAPP if they:
- Are under 21 years old
- Are enrolled in Georgia Medicaid or eligible through a Medicaid pathway such as Katie Beckett
- Have medically necessary care needs
- Require skilled nursing, personal support, or approved behavioral support services in the home
- Have physician-supported care needs
- Can safely receive care in the home setting with appropriate support
Georgia states that GAPP provides specialized medical services to Medicaid recipients under age 21, including children with significant medical needs.
Medicaid and Katie Beckett Coverage
GAPP services may be covered through Georgia Medicaid for eligible children. Some children may qualify for Medicaid through the Katie Beckett pathway based on medical need, even when parental income would otherwise make them ineligible.
